According to Schedule 4 (9.2.1) of the FOOD SAFETY AND STANDARDS (LICENSING AND REGISTRATION OF FOOD BUSINESS), REGULATIONS 2011, does not allow pets in the store. (refer to the clause below)
"9.2.1 Food establishments, including equipment and building shall be kept in good repair to prevent pest access and to eliminate potential breeding sites. Holes, drains and other places where pests are likely to gain access shall be kept in sealed condition or fitted with mesh/grills/claddings or any other suitable means as required and animals, birds and pets shall not be allowed to enter into the food establishment areas/premises"
Hence Decathlon Stores that have FSSAI licenses and sell food products should not allow pets or allow stray animals inside the premises. Premises include the complete store area including the boundary and cafe area if any
